For those building more permanent DIY modules what is your PCB design software of choice? Eagle seems to be the standard but I don't have the money for it, anyone use anything free or cheaper?

My go-to is KiCad. Very capable standalone open-source application. I believe a number of professional companies use it as well, so there's that.

On my side I'm using Fusion 360 with a free license, it's basically Eagles embedded in the Fusion 360 software suite.
You can use Eagle for free if it's for a small board, there is a license for this kind of use.
