With the drone module or the TBD (some suboscillators in it) , dronemix, ms20 filter it shouldn't be a problem for getting massive sounds. If you can afford to try both it would be best... But pretty difficult choice. The easiest way seems to go with the hardware route. It's easier to find and resell if not suitable for your needs. However, the AE modular is not as straight forward. But on the long run it's way more flexible to follow your way of doing music. Also, to know about synthesis and modular stuff will help you understanding hardware synth which is always a good thing.
Sorry I'm guessing that I haven't really help but I would go modular.
If you're totally focusing on one type of sounds/music and you know that the hardware will do it. The hardwares are quick to buy try and resell while waiting for your modular to come (depending of size of the order it's still better to count 3 months to be safe).

Hellooo! Welcome to the AE community.
Obviously, we're all biased - but I can confidently speak for many people when I say that I love the AE Modular. I think it's a great system, and for me it's a better fit than Eurorack; the prices of which I just struggle to justify.
Compared to the 2600, that's a tough question. I use the Arturia software emulation of the 2600 which satisfies my cravings for that sound - for me, the AE is more like a whole playground where anything can be connected to anything to create wild and whacky sounds.
It really depends what kind of approach you'd like to take. I'd probably say that the AE is more versatile, but the trade-off is it's less focused on specific sounds, which kind of seems to be what you're looking for. You can definitely get huge drone sounds from the AE, especially with the DRONX.
If you specifically want the 2600, I think I'd say that the AE won't scratch that itch. However, if you're just looking for a great synth to make sounds with - I LOVE the AE. You could get the Arturia collection down the line and play the 2600 through that!
